The hmaccalc package contains tools which can calculate HMAC (hash-based message authentication code) values for files. The names and interfaces are meant to mimic the sha*sum tools provided by the coreutils package.

- backport changes to ensure that hmaccalc can always find prelink where it
  was at build-time, regardless of the value of $PATH at runtime (#512275)
- buildrequire prelink on architectures where we have it, so that it will be
  found at build-time
