Make it tight enough to bow the rod. Mount this across the back of the kite, so that the wind crosses the ribbon (The kite may be constructed such that the rod is a structural component). The tune can be changed by changing one or more of: Length of rod Stiffness of rod fabric of ribbon width of ribbon length of ribbon Whilst noisy stunt kites are obtrusive, melodic single-liners usually attract interest rather than objection.
