The Festival is set for September 7 and 8.  I talked to the Parks and 
Recreation office of Beach Services and it was explained to me that because of 
 inadequate wind in May, (and Beach committments prior to that) it would be 
more kite friendly in September.
	O'course, the kind lady aslo told me: " Hey, this is Florida and 
things are written in Sand, not Stone"
