There were three tie-dyed fighter kites for sale at $50 each. I really liked two of them and wanted to purchase them. Alas :( So far no luck. The reference to the Northwest and the tie-died fighters makes me certain that Carl Crowell is the person you seek. He travels to kite festivals around the country and around the world a great deal, so possibly his mailbox has filled up or some such thing.
