I've also been told that 700 pound line is what I need ? Is this right. When you've got that much power, and your lines are already nice and thick, I wouldn't really worry about the extra drag of say a 1000 lb line. As for line length I can't really help you, I have never stacked flexes, but I think 5-6 ft is about standard lenght between the kites. In most winds under around 15-20mph I use 300lb line, over that 500lb line. The smaller the line the less resistance in the air. One tip you might consider is using a 'weak link' used between the spectra flying lines and the stacking tracers. This should be around 30cm long and should be a slightly lower strength than the strength of the flying lines. If any of the lines break its the 'weak link', not the middle of expensive spectra flying line.
