Somebody mentioned that this (Buggies Boats and Peels) was available by
ftp from a site at Hawaii.  Does anybody know the address of this thing? 
I tried using archie but turned up nothing.

This "thing" is called "ftp.Hawaii.Edu".  The file you are looking 
for is "pub/rec/kites/info/buggies.boats.peels".
