Fishing Net makers and ships chandlers. Shoemakers and shoe repairers. Kitemakers. Makers of canvas and leather goods. Saddlers and suppliers of horse riding gear. You may have to settle for plastic rather than metal. Plastic thimbles are likely to come in a greater range of sizes.
