Here is some information that I extracted from the Encylopaedia Brittanica. ------------------------------------------------------------------------ The Beaufort Wind Force Scale was devised by Commander Francis Beaufort of the British Navy in 1805 by observing wind force at sea. Originally it was based upon the effect of wind upon a full-rigged man-of-war (fighting sailing ship). The Beaufort scale as originally drawn up made no reference to the speed of wind. ------------------------------------------------------------------------ As I interpret this, it is purely the observance of the sea surface in reference to the wind.
