A company called Jackite makes a number of bird "kites" which can be flown as kites or as windsocks (according to the ad in Kite Lines). They make an American Bald Eagle, a Canada Goose, an Osprey, a Cardinal, and a Blue Jay. The kites are made of tyvek and come as kit or fully assembled.\ The Eagle has a wingspan of 5'. Graphics are very good. Try your local kite store, Jackite at 804-426-5359 (Virginia Beach, VA), or a mail order company like Into the Wind (800-541-0314; intowind@aol.com). Jackite gives 10 0iscount to AKA members. Price in ad for Eagle kit is 49.95, fully assembled 59.95. Other than that, I think of silk and bamboo kites from China, really 3-dimensional, but you wouldn't get a bald eagle. I have seen the Jackite Osprey many times and have never seen it flying as anything other than a windsock (it spends as much or more time below the end of the banner as above it). I have only seen the Jackite Eagle once. This was at an MKS Kite Workshop attended by the kites maker. Being familiar with the flight characteristics of the Osprey, I didn't expect much from the Eagle, but it actually FLEW. It flew at a very low angle for a kite (about 20-30 degrees as I recall) but it did fly. Even if you're not interested in flying the Eagle, it does make a very impressive display when hung from the ceiling.
