Judging There was discussion regarding the consistancy of the judging panels. The question about how to provide a better understanding for all judges for the need to learn the rules. A point was brought up regarding the need to hold a Sport Kite Judging Workshop at the AKA Convention. Should the AKA become involved with Sport Kite Judging Seminars? A workshop should be provided which would provide a basics class for the first time judges and a bitch secssion for veteran judges. The later should be moterated so as not to get out of hand. The session should not be longer than 2 hours and provide a certification for all judges. How to identify judges who we may not be familiar with to assist at various events? I suggest that we have a database, of individuals who had judged, which we could search at any time which would provide the necessary data. Each League or Conference has a list of individuals who have judged at various levels. This criteria would be input as scores from contestants. The judges would be rated based on the number of times and which types of event categories they judged. Event Organizers Responsibility To what extent is the event organizer responsible to the contestant? Several board members agreed that the AKA will not penalize the contestant if the event has it's sanctioning revoked. The consensus was to penalize the event by putting the event on probation or to disallow sanctioning in the subsequent year. I disagree with this on the grounds that as the governing body which oversees the sanctioning process we may take away an individuals right to press civil charges against the organizer for liability and damages. I personally feel that the AKA should revoke an event organizers sanctioning if the organizer fails to meet the criteria within the sanctioning request. If an event's sanctioning has been revoked then none of the point of that event should be counted. It would be the responsibility and liability of the event organizer to settle with the contestants. Although this redemy sounds harsh there should also be a method in place where the event organizer has a chance to rebut the infractions. There are times when somethings are out of the control of the event organizer. Ranking It was discussed that all circuits, leagues and conferences get together on a date to end the year. There was also discussion regarding weather the AKA's current ranking system was equitable to all contestants. It was unanimous that the circuits, leagues and conferences should infact get together on an end of year competition. There was a bit more discussion regarding the ranking system. The East Coast and West Coast leagues utilize the same ranking system which ranks the top ten flyers of any event with a set amount of points. Most everyone agreed that this is an acceptable method. But the method also utilizes a method to "reward" the contestant for the number of contestants over 10 which participated in that event. Some, as did I felt that this would not be much different than the current system in place. The current system places emphasis on those events which attract more contestants by distributing points based on the number of contestants in that event. I feel that since some contestants travel throughout the year, that the AKA's system would stifle that travel. On the other hand, by distributing points based on the number of contestants, the system makes some events more attractive. Most agreed that the system needed to be changed. None could really agree as to what method should be used. I suggest that since most agreed that a system of distributing a set amount of points to the TOP ten contestants, (ie. 25 for 1st, 20 for 2nd and so on) and to create a system which did not penalize larger events a distribution of additional points for each heat be included in the contestants score. For example. Ten contestants attend an event which is broken into 3 heats. If these contestants win the event, they are distributed x number of points for however they placed in the finals plus 2 additional points for the heats. This creates a more equitable distribution of points so that individuals who mainly compete within a conference which has a smaller turnout of contestants are not penalized for not competing outside their conference.
